Roberta Cich asked if there were any revisions to the June 11, 2009 minutes. No changes. Motion to accept minutes made by Vicki Dalle-Molle, seconded by Ann Zick. All were in favor and the motion carried.
Roberta asked if there were any changes or additions to the July 9, 2009 agenda. No changes.

David reviewed the Legislative changes to the PCA Program
A statewide needs assessment is the top priority. Discussion around how to proceed, ideas generated included piggy backing on what VRS is doing, develop and distribute an RFP, use comments from CIL monitoring visits, conduct some part of the needs assessment at the SILC IL Conference. A committee will be formed to oversee the development of the needs assessment.
Gail Lundeen to provide the "Smooth as SILC" section on needs assessment.
Zick suggested that members visit the DD site and review their needs assessment. Zick to email link.
Brad reported on the June 23rd conference call with RSA, Brad Westerlund, David Sherwood-Gabrielson, Kim Peck, Linda Lingen, Roberta Cich, Steve Thovson and Vicki Dalle Molle. RSA asked questions related to distribution of the ARRA funding and indicated RSA support to use ARRA funding for the establishment of a new CIL. A letter was sent to RSA, signed by Kim Peck, Chuck Hamilton and Roberta Cich outlining the how the current SPIL addresses distribution of the ARRA funding.
SILC Task force will meet via conference call on July 16th. The task force will begin to meet on a regular basis, most likely the even before the SILC to complete its work to revise the current network plan to reflect new data on served, underserved and unserved areas, as well as to determine where new CILs (if any) would be located.
Government Training Services (GTS) chosen as the planner for the SILC IL Conference. RFP for the site to be distributed. A committee was formed (Ann, Brad, Judy) to review responses and visit sites.
Discussion on holding the SILC Public Forum on the day two of the IL Conference.
SILC Annual Report will be developed and distributed on a bi-annual basis. There will not be a 2008 SILC Annual Report.
Materials gathered for the 2008 SILC Annual Report given to J. Fisher at DEED for preliminary work to develop a SILC Annual Report. Some parts, such as the pictures and bios, will be used for the 2009 SILC Annual Report.
Brad informed SILC members that he is in the process of preparing the RFP and plans to have the RFP posted by early August, 2009. Brad will send the final RFP to the executive committee prior to posting the RFP. The contracts should be in place by the end of September 2009.
Ann Zick reported on the finances of the SILC for 2009. Through June 11th, the SILC has spent $28,305 of their Operating budget. Approximately $12,546 remains and will be utilized for the August and September SILC meetings. The SILC has spent $7,254 of their Education and Training funds. Approximately $2,746 remains in the budget. To date, the SILC has not utilized the $12,000 of funds available under the Advocacy and Outreach budget. Through a review of the SPIL and ongoing discussion, the SILC will determine how to use these funds.
Roberta Cich and Ann Zick represented the SILC. Ten councils participated; many useful ideas generated. Many councils were planning to do needs assessments. Suggestion made to partner with other councils and/or share results with each other.
Brad Westerlund explained the purpose of the Federal reviews of Centers for Independent Living and the role that SILC members play in this process. He informed members that the first Federal review will take place at CILNM in Hibbing, from 1:00 to 4:00 p.m. on July 28th. The next review will be at SEMCIL in Rochester, from 1:00 to 4:00 p.m. on August 26th. The last review will take place at ILICIL in St. Cloud, from 1:00 to 4:00 p.m. on September 3rd.

David Sherwood-Gabrielson discussed with the SILC methods for calendar planning. He encouraged the council to consider developing an annual calendar that spells out a time line for the Council's planned activities. If the SILC desires, he will meet with Kim Peck to request that staff resources be provided to assist the SILC in developing these tools.
Zick moved to develop a SILC Annual Calendar of Planned Activities. Sherry seconded the motion. After discussion, the motion was tabled until the August meeting.
Sherwood-Gabrielson pointed out that Vocational Rehabilitation Services has incorporated the SILC in their strategic planning with a Goal.
Goal 5: Facilitate robust and effective participation of the State Rehabilitation Council and the Statewide Independent Living Council in the achievement of our mission, consistent with the letter and spirit of their statutory roles.
He encouraged the SILC to consider developing measures to evaluate if Vocational Rehabilitation Services has facilitated "robust and effective participation."
National council on Disability meeting in Minneapolis on July 20 & 21. Open mike Monday 11:30 to 12:00 and Tuesday 4-5. Vicki made motion to cover transportation and lunch costs of SILC members interested in attending. Seconded by Ann Zick. Motion carried.
MN State Council on Disability's annual awards luncheon is Oct. 12.
MSCOD is facilitating focus groups on housing in Fergus Falls, Twin Cities, Rochester and Hibbing
SILC Expense reports must be submitted within 30 days of incurring or will be taxed.
